But r256/19 defines it as being the IVT "until voting closes on that 
ballot". Regardless of whether or not you consider that adding an extra 
condition to the attribute or whatever, r256 was in effect when voting 
closed on the nweek 65 ballot, so I'd say it stopped being the IVT 
before Still Feelin' Fine took effect.
