Heh. Looks to me like you're right on both counts. I think our refresh
proposal will need to be at least that clever, considering our current
state.

There's precedent for things happening before they're implemented.
Currently, actions occur on posting but get implemented when the Clock
starts. So starting the prop with "uin is the Administrator until this
Prop is implemented" would work (if uin were playing) because it occurs,
and then uin becomes the Admin, and then the Prop gets implemented.
