Rule 0 may be clunky, but considering it's at best nday 3, the quickest 
way to fix it may well be to use it. Unless you want to argue that it 
doesn't require the Administrator to officially recognize an action 
(which is tempting, although we'll still run into actions requiring the 
Administrator).

Still, this gives me an idea..
