No, he is not effectively saying something by being silent. Otherwise, we
wouldn't be able to deal with him forgetting anything ever if we didn't
notice it. The point of the Statute was that if he explicitly stated
something, it would be true eventually, but there are COUNTLESS things
he doesn't speak about. Didn't we decide this already?

Also, I don't think the Statute has lapsed for the Scarf, since the nweek
is not over.

And by the way:

- We are all eligible to judge some CFIs after my Upper House reform prop
 last nweek, but Dave hasn't posted a list,

- Version 2 of my "Kill the BNS" prop is not on the ballot web page,

- The Roster is at points nmonths out of date,

- Many Ministries are inactive or unoccupied,

and according to the Ruleset, we all have some amount of BNS, and get more
every nweek, but there is no record of our balances.

The point of my "Save Dave" prop was to fix this somewhat.
