Well, it was part of that prop to remove them. They had absolutely no effect
then, since they were completely overruled by the Chutzpah Rule, and the idea
is redundant with Chutzpah anyway, except that it prevented a prop from
taking precedence over a higher-level prop, despite that being explicitly
intended, which is definitely not a good idea.
