Perhaps, since you're restricting this to INH people anyway, 
you should make a provision in the charter for involuntary 
proxies, as opposed to the more conventional voluntary 
proxies, and restrict the betting to involuntary proxies.  
That way, if I go away for a while and give my proxy to the 
Baron, e doesn't wager it and lose it to bd...
