That's how it works. There's little danger of a card being played dozens of times at once, since a player cannot draw and play during the same nweek.
http://www.nomic.net/~g6/display_cards.php is not the current card list,but it's what it will sorta look like. (Players were dealt their two initial cards after the first three cards were added to the deck, so nobody should have "newer" cards like Syn, Ack, and so on.)
You're right that we shouldn't; but it seems that we do - according to this page, WC has a Syn and an Enclosing the Game.
