I think it's better if card bodies apply at any time, but are limited to certain effects. Besides reducing the chance of unforeseen impacts on the rest of the game, this will (IMO) be a spur to creativity. Most of the currently proposed cards do one or more of the following: Award points to a player Remove points from a player Force, enable, restrict or forbid the following player actions: Drawing cards Playing cards Discarding cards Transfer cards between players' hands, the deck and other locations. Since we're not limited to a physical pack of cards, we could also allow cards that create, modify and destroy cards, subject to administrative practicalities.
