Yes; and the oaths would have forbidden arming said nitro-rocks, except 
that the rocks in question were being used against a marauding army of 
evil, which was directly threatening the lives of the Aes Sedai in 
question; the oaths say, no killing things *except* Darkfriends etc. 
and people trying to kill you.
