Is it? Is it sent to the general public? I think not. It is private, between us nomic players and those others who have joined the list. Private does not mean just two people. A gathering in my personal room would be private, unless I was holding an open-invitation party in there. But it could include any number of people, and only require that I let them in.

And before you bring up the archives, they're not the communication, they're a recording of it. Just like at said private party, someone could set up a camcorder, and later post it on the internet for all to see. The recording would be public, the actual party private, among whoever I let in.

Therefore, I continue my belief of FALSE, and agreement with others who believe the same. Not that I might be convinced otherwise in the future, but this doesn't cut it.

spoon-business is both public and a public forum. The rule says they it's legal to privately send them to the administrator, not that it's legal to send them *through a private forum* to the administrator. QED.

In this case, I believe it means that they don't have to send it via a public forum, where everyone can see. If you want to cc it to another player, or cc it to all the players, or use a mailing list that goes to all the players, then you can. But you don't have to send it via public forum.

If your analysis were true, it would mean that it would be impossible to send any votes at all except over a public forum. This is because all actions must be done over a public forum, unless stated otherwise; if your interpertation is correct, then it has to be over a public forum whether you find a way to send it 'privately' or not.
