Speaking of INH...Wonko talked at one point about selling rules to other Nomics.  Perhaps that would instead work if rules were bought and sold between societies...?  That could be, among other things, an approach to existing technology ownership, plus it might solve problems with, say, the Olive Tree rule, which references a society whose leader is about to get garbage-collected and whose charter doesn't make provision for a new leader...
