But that's a bigger rule and more proposals, all of which are unnecessary.  
Either someone can simply make the prop if everything's working, or the 
"Repeal the Circuit Breaker" part can be a part of the prop that fixes 
whatever the players feel should be fixed.

If there is something seriously wrong, such a prop would be worse than 
useless -- You wouldn't want to pass it if things weren't fixed, and if this 
repeal prop gets passed and the prop(s) to fix things fails, then the game 
gets in deeper doodoo.
