Since it seems that ** is replaced with the entire text to add, then it seems that it'll also need text delimiters, but the rule doesn't point this out. So if I wanted to add "Players may not Garth Brooks." to the ruleset, I would need to type something like Add:{{Players may not Garth Brooks.}} Which, incidentally, would look better with a space after the colon.
