It doesn't use any special characters, so anyone using the word "add"
followed by a colon would end up having eir proposal misinterpreted.
The way the rule is explained, using **, is unclear.
Since it seems that ** is replaced with the entire text to add, then it
seems that it'll also need text delimiters, but the rule doesn't point
this out. So if I wanted to add "Players may not Garth Brooks." to the
ruleset, I would need to type something like
Add:{{Players may not Garth Brooks.}}
Which, incidentally, would look better with a space after the colon.
So you should say that "Add:" followed by delimited text has this
effect, and lose the asterisks.
