-If we ignore the prohibitive cost of blockading an area, you're right... 
however, an effective blockade, i.e. one that is not easily smashed through 
by /your/ armies, would cost a metric assload to construct. Now, one thing I 
should add in there anyway is the concept of alliances, so if you want to 
walk through my wall of Dwarf armies, then be my friend... anyway, if you 
MUST move past that army over there, then buy a Speeder with vertical 
coasters. That'll work.-
