As it's written, pretty much a person can only have one insta-prop at a time. I kept thinking about other limits, but if you can only have one prop at a time, there is little use in keeping it alive. The striking down of an insta-prop is only in place so the dead ones can die. And if the creator wants rid of it, he can retract it.
You might want to toss in a Minister. Dave's proposal made the Overlord eir own Minister, presumably because Dave didn't want to manage the docket. He probably wouldn't want to manage insta-props then either.

Aye, they could... but let's not be so hasty. The ballot is an integral part of the game. Let's not go about destroying it.
Should insta-props have point investiture like regular props?
No, I don't really think so. That's what normal props are for. While these could easily go beyond this scope, they are meant initially for a way to fix things without having to wait for the nweek or going to an emergency.
