I set my Philosophy to "Benevolent Activist".

I propose the following:

Create the following Mandate for the Cogno-Intellectual Philosophy:

A Benevolent Activist tries to fix problems e sees in the world, even if it 
means giving up advantages e may gain from them, or expecting others to do 
the same.  E will support any change, large or small, by anyone, that e sees 
as beneficial to the whole.

A Benevolent Activist gets, once per nweek, an extra Yes vote on a single 
proposal that totally replaces the content of a rule, but only if e has made 
a proposal that totally replaces the content of a different rule.
