An additional thought: Should there be a time limit on holding InstaRules?  Perhaps they're squirmy little devils that'll escape one's possession based on an nweekly random number?  Or...perhaps one's InstaRuler goes up by one each nweek for each InstaRule in one's possession, and the higher it gets the fewer InstaRules one can hold?  One would then be able to hold one InstaRule forever, but one's InstaRuler would never go down.
