I don't think taking over as Administrator is at all legal. However, it seems that doing so was only necessary so that the CFIs would be assigned before Glotmorf used his imaginary power to destroy them. It seems to me that all David has to do is to not recognize any of Glotmorf and friends' actions. This may be against the rules, because he will be recognizing actions out of order. What do you do about that? You CFI. But in the meantime, David can assign Orc's four CFIs to people and have them be judged. Once they are judged, all of the unrecognized actions will be illegal ones, and thus there will be no need for David to have recognized them, and there will be nothing for Glotmorf to CFI because all legal actions were recognized in order. Until the CFIs are judged, we can keep playing as normal, because Glotmorf's actions will in the long run have no effect. Or we can have a State of Emergency, but I'd rather not, because there is no reason the game has to be currently broken.
