What if we just went full imperial - keep the voting, CFI, etc. stuff as it is, but give Dave the power to do anything to the gamestate? So, for example, if someone finds a dubious loophole that lets em win, Dave could just say, "No, that doesn't happen." Well, if someone finds a valid loophole [[is that an oxymoron?]], they should get the win, without having to deal with getting a vote approved. Finding loopholes is a big part of the game. People may vote no just to deny others winning, or may vote no because of personal reasons. The only reason I suggest semi-Imperial is so that we have anti-bribery.
