In Rule 212:

- In the fourth paragraph, change "player" to "proposing entity".

- In the fifth paragraph, change "player" to "proposing entity".

- Replace the third paragraph with the following:

If a proposing entity makes a proposal that changes no more than two rules, the proposing entity's bandwidth decreases by one. Otherwise, if said proposal changes more than two rules, the proposing entity's bandwidth decreases by ((<# of rules changed> - 1) mod 5) + 2. [[ 3-5: 2, 6-10: 3, 11-15: 4... ]]

Hmm. I like the idea, but it seems like you are measuring the wrong thing. If we are going to do this, we should measure actual length, as I can make a 25-word prop change 5 rules, or a 10-pager change 1 rule. (It, Barney). Also, we should put a hard cap on it, maybe equal to 5*the number of Off Leave players, so it's still possible to propose anything.
