Hmm.  I like the idea, but it seems like you are measuring the wrong thing.  
If we are going to do this, we should measure actual length, as I can make a 
25-word prop change 5 rules, or a 10-pager change 1 rule. (It, Barney).  
Also, we should put a hard cap on it, maybe equal to 5*the number of Off 
Leave players, so it's still possible to propose anything.
