A ruling of either TRUE or FALSE actively does something: it establishes a precedent that can be acted upon. This establishes no precedent, gets the assigned judge out from under without putting em on the LMJ and leaves it open to appeal. Next question: Can REFUSED be appealed? If so, what's the difference between that and UNDECIDED?
