There are cases where a charterless society would make a lot more sense.
This was why originally I wanted WBE to have all its charter stuff in the
rule - most of WBE's functionality needed to be rule-defined anyway, and
after my third attempt at a readable rule-charter split, I realized that it
was far less confusing as a single document. The Upper House also would be
easier to deal with if its entire definition were contained in one document.
