Rule 33: "If at least one of the rules in conflict explicity says of
itself that it defers to another rule (or type of rule), then such
provisions shall supersede the Chutzpah method for determining
precedence."

Doesn't that say Chutzpah takes a back seat to precedence?

-Well, no. It says deference takes precedence over Chutzpah, not precedence. Neither rule defers, so Chutzpah takes over.-
