[spoon-discuss] Ballot timing?

Question, people...Rule 15 says voting starts at the beginning of the third-to-last nday of an nweek (currently nday 8), but Rule 23 says the Administrator has to distribute the ballot at least 48 hours before the end of voting, which is the beginning of the second-to-last nday of an nweek (currently nday 9).

Does this mean the voting period officially begins before the drop-dead time for the Administrator to distribute the ballot?  Is this a Good Thing?
