The former version of the Club Prop rule had a high enough chutzpah that it took precedence over Rule 19; therefore, M-Tek's proposals were never at issue.

The current version of that rule is Rule 578 subsection F, which has a declared chutzpah of 2.  It is still my opinion that chutzpah for a subsection is recognizable; if someone wants to argue that it doesn't, it occurs to me that the chutzpah being declared in the rule means the entire rule has chutzpah 2, which is fine with me.  Either way, the current rule for club props takes precedence over rule 19.

The rule permitting the Administrator to make proposals says, "The Administrator may make proposals as though e were a player."  I interpret this to mean that, for the sole purpose of submitting a proposal, the Administrator is considered a player; this brings Administrator proposals into accordance with Rule 19.

There is no cause for alarm, and nothing that needs fixing.
