Isn't that a paradox? It didn't pass, therefore it never stopped itself from
passing, therefore it passed, therefore it stopped itself from passing,
therefore....

There's no paradox, only one possible outcome. However, if any proposal read 
that, I'd vote against it. Players shouldn't get points for nothing.-
