Under the new system of physical laws and mutable rules this will need to
be a physical law.  Since the default new rule is mutable you will need to
specify that it will be a physical law. Instead of:

"Create the following rule:"

you might put:

"Create the following physical law:"

or, at the end of the proposal you might put:

"if 'Introducing Physical Law' passed, make the rule enacted by this
proposal a physical law."
