spoon-discuss: Refresh Proposals

Remember that, since there was (I think) a Win awarded before the
Emergency kicked in, all the effects of a Win (including the Rule 440
apocalypse) will be taken into account. I keep overlooking some of the
stuff it does, because there's rather a lot of that.

I've got a rough draft of my refresh proposal on the Web site as well, but
it probably still overlooks a few things. (But we still have time to worry
about that -- the Pause won't actually start counting until later today,
then the first-round votes don't start until five days after that.)
