I don't think it's nescessary.  There is a clause that if the game becomes
unplayable that empowers the Administrator to make nescessary changes.
But if you'd rather keep rule 0 the changes I made to get things like
ministries working will also let it work as a mutable rule.  So I'll put
it back if you prefer.
