That's true, actually (I'd just assumed r204 had precedence). Fortunately (or not), it doesn't matter, because r32 doesn't say it happens. It says the proosal is deemed to have failed, but that only happened after the effects had already been applied. R32 doesn't say that the effects are rolled back, so the veto did nothing (except, ironically, to give me more points (the ones from the passing, and the ones from the vetoing)).
