When the votes are counted, the first part fires. At that point, there is no veto, so the proosal passes, and it's changes are applied. When the Admin vetoes it, that does indeed take precedence over the passage, so it is deemed to have failed. But the changes have already been committed, and r204 says you can't roll them back. If the Admin had tried to veto it before the counting (say, if when he sent that message to spoon-discuss he'd sent it (or at least the veto part) to spoon-business), it would have worked fine.
