This wouldn't work because of the default case, which says one can only change the game state when one is explicitly permitted to do so.  Proposals can cause rule changes, but since a Charter Prop isn't defined by r631 as being a proposal, type of proposal, subset of proposal, etc., the only rule change it can perform is the one it's required to perform, namely, "a rule that defines the Club."  Put anything else in the Charter Prop and you exceed its permitted game-state-changing capacity.
