Not if, as Wonko said, rules that existed before the chutzpah rule, r33, have chutzpah of 0, and rules created after it have chutzpah of at least 1.  That means r255 probably has higher chutzpah than r19, and thus supercedes it.

I think all the current chutzpah needs to be reviewed...
