If a Mogwai gets wet, it becomes a Proto-Gremlin. No player may propose a rule or amendment that creates a new Gremlin except when in possession of a Proto-Gremlin. How would you implement that? Any rule which says "proposals can't do X" only increases the machinations necessary for a proposal to do X. At best, it would be a social convention to reject proposals which work around the Mogwai rule (by taking precedence over it or some other method). -- Rob Speer
