spoon-discuss: ballot precedence

Quick question-- what's the precedence issue with the ballot?  Do lower 
numbered proposals happen before higher-numbered ones?  Because if so, my 
CFJ recindment proposal will do nothing if either of the immediately 
following massive judgement reforms passes... if this could get cleared up, 
or at least explained, that would be great.
