Yes, but so what? That's not what rule 155 says. You need something like
Joerg's proosal to make this work (assuming you think it's important).
Although his first one should be amended to read "... if proposal 227
passed"; otherwise, he's causing a worse problem than the one he's fixing
(because it's not like it *will* pass).
