spoon-discuss: Rule 31?

Hi,

I realized yesterday evening that my how-to-abstain-proposal still has
a small problem (it's not clear that you can replace a previous vote
with an abstention when you vote multiple times), and now I can't
reach nomic.net (seems to be a DNS problem).

Could someone send rule 31 to me so I can update the proposal?
