They don't "explicitly" permit anything either, in that the word
"explicitly" does not appear regarding the actions the Rules permit. So
"explicitely" is an undefined term (like the majority of the words in
the Rules) which means whatever it is generally understood to mean. I
believe that it is generally understood to mean "explicitly".

Nevertheless, a proposal to fix the typo is good.
