MHO follows.
Rule 101/0 states
"All game entities must always abide by all the Rules then in effect, in the form in which they are then in effect. This Rule takes precedence over all other Rules."
The Game is a set of elements where in fact all game entities do abide
by all the Rules. By not abiding a Rule, an entity ceases to be part of The
Game.
However, this is harsh. One fault and you're out? With the current ruleset,
I don't see no alternative, as the ruleset does not distinguish between
important and non-important rules ("Joe must randal" is clearly ont of the
latter).
If that what I said is not refuted, I would prefer a ruleset which allows
tolerances. Maybe the creation of one or more Judges which decide whether
and how a transition of the ruleset in a particular case has to be penalized.
