[s-b] Proposal: Simpler Quora Modification

I submit the following proposal entitled "Simpler Quora Modification":

Amend Rule 1-4, adding the following paragraph after all text within it:

Each Player has a Status which is one of Active or Inactive. A Player is
Active if e has taken any Game Action within the last two nweeks, otherwise
e is Inactive. As a Game Action, an Inactive Player may become Active.

In Section 6 add a new rule "Inactivity Penalty": {{ At the beginning of
nday 1 of each nweek each Inactive Player loses 5 points. }}

Amend Rule 2-1 adding the word "Active" before each instance of the word
Player.
Amend Rule 4-11 adding the word "Active" before the word "players".
Amend Rule 10-1 adding the word "Active" before the word "players" in the
final sentence.
