This is a resubmission of proposal 1-13:

  Create a new rule in section 4:

  Rule(__Proposal Ordering__) {{
    Open Proposals are resolved in reverse numerical order.

  Remove the text in and including the brackets from Rule 4-6.

  I note the point about numbering being problenatic as is; but I think
  it's working as is, is only tangential to this proposal, and I don't
  have any good suggestions.
