I recognize that the Administrator hasn't been subscribed to this list
for... quite a bit longer than 7 days, and is probably hard to locate,
which constitutes an Emergency.

Also that http://b.nomic.net/wiki/User:Wooble/Probable_ruleset is
badly wiki-formatted, hard to read, and full of stuff no one's going
to want to implement, and should probably be replaced completely.
