Per rule 18, rules 25 and 26 take precedence over 27. That means that even if rule 27 is VALID, rules 25 and 26 cannot be destroyed.

I believe that we 0x44s were acting in accordance with 0x44's proposed 
rule that would prevent a rule from taking effect if 1/3 of players objected 
to it. That rule doesn't seem to exist in the below ruleset, which seems to
me to be in error, as 0x44 implicitly supported the rule when e created it
and 0x44 was acted on behalf of to support it.

Rule 18 takes precedence over this rule, and therefore this rule has 
no effect. I disapprove of this rule.

Rule 1 takes precedence over this rule, therefore I don't think this rule can
prevent a Player from submitting any number of rules. I disapprove of this
rule.
