I vote AGAINST 2035. It's massively scammable, in that a conspiracy of
two people, including the Rulekeepor, could break the rules, then one
could become the Executioner for the other, then they could make the
punishment anything they liked, including a complete dictatorship.

I vote FOR 2036, FOR 2037, and FOR 2038; they all seem like sane fixes.

I vote AGAINST 2039, because I don't see why someone should get proposal
rewards from a proposal that does nothing.
