This may have been tied to revision 0 ("The mentor pool is a set of
active players none of whom are newbies or mentors").  Actually, the
current version is even more confusingly broken ("A mentor is an active
player who ... is neither a newbie nor already a mentor").

Proposal:  Fix mentorship (this time for real)

Amend Rule 62 to read:

A newbie is any player who first became a player during either the
current or immediately previous nweek, and has not left the game since then.

A mentor is a player who volunteers or is assigned to help out a newbie
(hereafter eir mentee).

Mentees are encouraged to ask eir mentor about anything relevant to the
game, and eir mentor is encouraged to give useful advice to eir mentee.

Any player may volunteer as a mentor by announcing such in a public
forum, specifying eir mentee.

Any player may avoid or refuse assignment as a mentor by announcing such
in a public forum, specifying a time period or other condition for eir
exclusion.

While there is at least one newbie with no mentor, the Registrar may and
should assign the player who has been eligible for mentorship for the
longest time without a break to the newbie who has been a player for the
shortest time.

Immediately before a player ceases to be a newbie, the following things
happen in this order:
a) If the newbie never gained a mentor, then e receives 5 points.
b) If the newbie has a mentor, then eir mentor receives 5 points.
c) If the newbie has a positive number of points, no Debt, and is not
eligible to be placed on Forced Leave, then e receives 5 points, and so
does eir mentor (if any).
d) Eir mentor (if any) ceases to be a mentor.

Only an active non-newbie player may become or stay a mentor.  Only a
newbie without a mentor can gain a mentor.
