In Rule 79, "its content may be modified using proposals"
should be interpreted as "its content may be modified via the adoption of a proposal, as specified by that proposal".

Ruling: False

Argument: Though the mechanism for modifying the LOGAS is not clear from Rule 79, and the standing and advisability of the LOGAS itself is questionable, the history of its modification process is clear and sets precedent.

In Proposal 2011, enacted without dissent in Week 162, the initial (and apparently singular) modification was made to the LOGAS in exactly the same manner as a modification to a Rule in the Ruleset. Therefore, there is no place for the suggested interpretation. The LOGAS is modified as a Rule, and its modification occurs upon the enactment of a pertinent Proposal in the same manner as any other Rule.

This Judge recommends that this strange extra-ruleset Rule be brought into the Ruleset proper as soon as possible to clarify future ambiguities, and to make it more visible.

The LOGAS should be contained within the text of Rule 79,  and its current state - and future modifications - should be presented there as part of Rule 79, as it is in fact. This will alleviate any need for any interpretations of the modification process of the LOGAS outside those applied to the Rules in the Ruleset itself.

*Failing to perform any action which the rules say a player MUST or SHALL do within 3 ndays (or 3 wdays if the clock is off)

When a Ministry becomes filled, time limits for actions are reset to start from the time the ministry last became filled, with the exception of reports which need not be posted for previous nweeks and nmonths.}}
