REMAND with instructions to consider the following arguments:

I don't think "X is publicly available" is explicitly defined, but the
natural interpretation is

  1) either X is sent directly via a Public Forum, or X is added to the
     wiki and a link to it is sent via a Public Forum

  2) the message (and wiki page, if any) in #1 explicitly label it as
     being X

Whatever the contents of the LOGAS are, they fail #2, so TRUE.
