[s-b] Proposal: Cleaning up after the RP

I submit the following proposal:

Change the identification number of rule 510/0 to 51.

In rule 61/0, change section E.3.2 to section D.3.2

In rule 65/0, replace all of section A.7 with the following:
{{There exist objects called Garbage Cans. Garbage Cans are passable, stationary objects. There is a Garbage Can at each Grid square  which has x and y coordinates that are both integer multiples of 6. Any player who holds a Gnome and is in a square consecutive to a square that conatains a Garbage Can may Throw Out a Gnome in eir possession, destroying the Gnome and gaining 1 point.}}

[[I won't fix the spelling errors as Rule 59 allows the Rulekeepor to do that]]
