I submit the following Proposal Notes:

Create a new rule titled 'Notes' with the following text:

===The Ministry of Notes===

There exists a Ministry known as the Ministry of Notes. The Minister of
Notes shall be known as the Conductor. The Conductor is responsible for
maintaining a display of all Player's Notes, and the current Anthem.

The Anthem is a Score. The Conductor may, as a Game Action, change which
Score is the Anthem. A Player may, without 3 objections in 2 ndays, changes
which Score is the Anthem.

===Notes===

A Note is a Tacky, Tough Game Object.

A Player may, as a Game Action, purchase a Note for m5 at any time, by
specifying the Pitch of the Note they wish to purchase. When a Player
purchases a Note, a Note with the Pitch e specified is added to the end of
their Score.

There is an Attribute Pitch with the Scope of all Notes the Range of C, C#,
D, Eb, E, F, F#, G, Ab, A, Bb, or B, and a Default Value of C.

There is an Attribute Octave with the Scope of all Notes, the Range of 0, 1,
2, 3, or 4, and a Default Value of 2.

A Player may, as a Game Action, change the Octave of any Notes they own.

===Scores===

All Players own a Score. If a Player does not own a Score, one is created
and given to em. A Score is a Tough, Tacky Game Object which lists all Notes
that its owner owns.

There is an Attribute Score Name with the Scope of all Scores, the Range of
any string of characters, and a Default Value of Untitled. A Player may, as
a Game Action, change the Score Name of  their Score.

A Player may, as a Game Action, rearrange the Notes on their Score by
listing all of their Notes, and their Octaves, in the order they
wish them to appear on their Score.

At the end of each nweek, the Player who owns the Score which is the Anthem
gains m20.

Each Player is given 2 Notes of each Pitch.
