I ask the Administrator whether the following statement is true: "B

My reasoning (based on an IRC discussion with Wooble and 0x44):

That version of the ruleset is the first in which the following text
appears (in rule 1-6/0):

In each Game Document, with the exception of this paragraph, text
between doubled square brackets (that is, text between "[[" and "]]")
shall be deemed Comment Text. Comment Text has no direct effect on the
state of the game, although it can be read.

Rule 2-1/0 says, in part:

[[An online UTC clock is available at http://www.time.gov/.]]

If the nday would be set to a value greater than 12, instead it is set
to 1, and the nweek is incremented by 1.

The Clock may be changed from Off to On or from On to Off as a Game
Action by the Administrator. When the Clock is turned On, the ndelay is
set to zero.


Durations 
A duration to the effect of "X ndays", where X is a number, shall be
interpreted to mean that the duration ends at the end of the nday after
X consecutive changes of that value. [[Thus, if it is currently the
middle of nday 2, something happening "in 2 ndays" will occur at the end
of nday 4.]]

It is clear that all of the above quote, with the exception of the first
[[ and last ]], is between a [[ and a ]]. Therefore, it has no effect on
the state of the game; therefore, I can only conclude that the nweek in
which that rule first appeared has never ended, and thus the Ruleset is
still the same.

I invite people to comment on this even if they are not the
Administrator; consensus would be nice. Also, I'm afraid that not even
Panic Buttons will get us out of this one; there seems not to be an
Emergency rule. Anyone find a way to scam a proposal to fix the bug?
